Criminal and bad person are not synonymous. Some of the worst people I know have never committed any kind of crime. I'd rather have somebody who spent a bit of time in jail for survival theft at my back than some of the toxic people...

In fact, it's my experience, that the most truly toxic people are reaaalllly good at being terrible without ever actually breaking the rules.

A lot of people are in jail for stuff they did because they couldn't get a job or whatever.
