From my understanding, and obviously I could be wrong, that clause would only allow the government to mandate vaccines on interstate common carriers (this is the grounds for the mask mandate on airplanes). Now, that would not be a bad thing to do at all, but I don't see how ICC gets to a *universal* mandate.
