I don't consider Doctor Who to be space opera. Space opera is about politics across empires, it's about space battles. It has a certain kind of grand scope; while Doctor Who does have a grand scope (and not just in the new series), its not about the kind of things space opera is about. Most of the stories are much more human and intimate.
