I suspect most people don't even realize this might be a Title IX issue.

Of course, there have also been rulings that say for adults that gender-biased dress codes don't violate anything unless they "unreasonably burden" one gender. (And courts have ruled that forcing women to wear makeup doesn't count, which is ridiculous!)
