I think a lot of that time the phrase is a knee jerk reaction delivered by a white person who is embarrassed to be lumped in with more overt racists. If you actually are working on your own racism, you know that when somebody says "White people are too quick to call the cops on Black people" it's either true of you and something that needs to be fixed, or it's not and you don't need to be insulted by it. (That was just the first example that came into my head).
