I think it's used by inclusive people because when we say in publishing "Submissions are open to women" somebody will snap back and try to get us to admit what kind of women we mean, which is why the "Anyone who identifies as a woman" structure often shows up.

I'm trying and failing to think of a good way to say "Yes, we mean ALL women" that isn't that. Murf."
