I would say both is good. Both a permanent space station AND long duration capsule missions. The latter would be good for specific missions which require a lot of gear, whilst the station would be perfect for certain experiments.

For example, we could have the wealthy tourists help taste test food grown in space and pay to do it. Because the kind of person who wants to vacation in space is likely to be quite happy to help determine which kind of tomato tastes best when grown in zero-G ;).
