In some places it does. Abortions are banned completely, even if the pregnant person will absoutely die and the fetus can't survive in Andorra, Angola, the Dominican Republic, the Democratic Republic of the Congo, Egypt, El Salvador, Gabon, Haiti, Honduras, Iraq, Laos, Madagascar, Malta, Marshall Islands, Mauritania, Micronesia, Nicaragua, Palau, the Philippines, the Republic of the Congo, San Marino, Sao Tome and Principe, Senegal, Suriname, Tonga. This means that doctors are committing a crime if they don't wait until the fetus is for sure dead, and a crime if they act to save the pregnant person's life. They are legally required to watch people die.
And even in the countries which allow it "to save a woman's life" doctors have to proactively prove that that is the case. They often have to wait until it's an emergency. This actually results in more late term abortions!
