It's a feature.

They want prisoners back in jail so they can work as slaves (Specifically, of course, Black prisoners).

They want young Black people to be traumatized so they commit crimes and can be enslaved in their turn.

And I happen to know that at least some probation officers actively award themselves points when their clients go back to jail. "We want to catch them."

If they actually wanted to reduce recidivism instead of increasing it (for Black people so we can enslave them) a good first step would be to award probation officers bonuses when their clients get a job.

But they don't. They want slaves.

It is time for the exception allowing forced labor "for punishment for a crime" to be stripped from the Constitution. Except that's not happening any time soon.
