I think in addition to the B117 variant, we also have the issues of pandemic fatigue and I suspect some people are reacting to the high vaccination rates amongst seniors with "Well, the reason I was being careful was because I didn't want to give it to an older person and have them die and now grandma's vaccinated..."

(There was a spike amongst younger adults in Israel at the point where they got the majority of seniors vaccinated and I absolutely know people with that motivation).
