Rescues that excessively vet owners are, in fact, part of the problem too.
What relevance do questions like how long you've lived at that address have? Shelters asking for references like you're applying for a job, insisting you have a fenced yard even if you have plenty of time to go outside with a dog, asking about the animal care habits of relatives you don't live with and may profoundly disagree with, refusing to adopt to people who are "too old" (Which I'm told with some can mean fifty), enforcing hour-long interviews and asking questions that make it clear what they don't consider acceptable (inviting lies) steer good owners towards hoarder-rescues or even puppy/kitten mills.
(Note, I'm not saying don't vet adopters, but...wow, some of the questionnaires out there...)
