So I did a bit of research here.

China used to require that all beauty products sold there, yes, ALL, were tested on animals.

They changed this in May of this year.

I suspect that B&B may have been talking about that as I can find nothing else about animal testing being *required* anywhere, for any ingredient from any source other than PETA, and I don't consider them a trusted source.
