The sports bills are the newest way they make it "make sense" to people who aren't necessarily bigots. "They'd beat all the girls because testosterone" is the new "protect the children."

(Truth is there aren't really any trans people out there crazy-dominating their sport the way, say, Michael Phelps or Simone Biles does. Because it's not just about testosterone, but about all kinds of other advantages...but...)
