This is a barn cat. Without him, the horses would be in danger of a variety of diseases carried by rodents. There is no other good means of control. I agree that in the vast majority of cases, cats do indeed belong in homes, but when you can't put down poison or most kinds of traps, cats are the only reasonable solution. I would never let a pet cat go outside.
