This kind of surgery is exempted from bans on trans kids getting surgery. Which, by the way? Trans kids don't get bottom surgery. No surgeon will do it under the age of 18. (Some surgeons will do top surgery on trans masculine 17 year olds).

THIS is actual genital mutilation of infants and should 100% be illegal. If sex cannot be determined at birth, the child should get an X on their birth certificate and then be able to change it to an M or F for free when they get old enough to tell us which they are. Surgery on intersex infants should be permitted only if the ambiguous genitalia are causing a health problem - some of these kids have difficulty urinating and need their urethras fixed.

Doctors need to be explaining to the parents of these kids that guessing which sex they are is not going to work and they should wait until they're a few years old. Most of these kids will be able to tell you if they're a boy or a girl before they get to kindergarten.
